Our Board of Directors


Our Board of Directors are a dedicated group of experienced individuals who create poliicy, develop strategic planning for the organization, and develop budgeting requirements according to funding and other income. Most of our Directors are compelled to volunteer in various ways other than their Board responsibilities - to stay closely in touch with operations and because they support the activities and services of this organization.

Sheila Hart - Chairperson

Sheila has had varied professional experiences, interspersed with parenthood and twice returning to University for further degrees in Education and Counseling. She began as a computer programmer in industry, government, and consulting, including running her own computer consultant business.  She was a high school and adult educator for over twenty years, specializing in mathematics, sciences, computers and peer counselling.  Sheila was a school administrator as well as a high school guidance counselor.  Her later work years were spent co-founding, developing and delivering couples’ workshops and training for First Nations couples.

Sheila was a member of the founding Board of Yellowknife Health and Social Services.  As such, she helped develop their mission and vision statements and all policies.  She was also a member of the policy committee of Yellowknife Catholic Schools.  There she was part of a team which developed their Mission Statement and wrote all board policies.  After thirty years in Yellowknife, she was recognized for service by the NWT Teachers Association, Yellowknife Catholic Schools, Yellowknife Health and Social in Services Board, St. Patrick’s Parish and the Diocese of Mackenzie.

Since coming to this area eight years ago, Sheila has become involved in the Canim Lake Fire Protection Society and the Citizens on Patrol program, St. Jude’s Parish, Partner Assisted Learning and the Cariboo Family Enrichment Centre as both a volunteer child-minder and Board Member and Chair.  Sheila and her husband Peter, have four grown children and seven grandchildren.

Grace Marshall – Vice Chairperson

Grace has been a Board Member since 2009.  She is a mother of three children and grandmother to six, married to John Marshall associate pastor of the 100 Mile House Evangelical Free Church.  Grace worked as a Real Estate agent for seventeen years in Ontario.  Ten of which she was a manager and five as a broker owner.  She also taught the provincial real estate courses.  In 2004 Grace moved to Abbotsford BC with her husband John who was called to be the pastor to recovering drug addicts and alcoholics.  A few months later, Grace joined the administration team for the Ministry as purchasing director.  She then assumed the role of administrator as well.

In 2007 John was called to 100 Mile House as Associate Pastor.  Grace upgraded her bookkeeping and technical skills and started her own bookkeeping business in 100 Mile House.  With a keen interest in and concern for healthy communities, Grace has extensive experience working with children and families as a Girl Guide leader, Sunday school teacher, and kids club leader.  Grace also has experience working in women’s ministry.

Ron Howard – Treasurer

Ron joined the Board in 2008.  Ron is part of the Ethics and Finance Committees.  Ron was born and raised in Prince George, but spent his early adult life on Vancouver Island and the Lower Mainland.  He attended University in Victoria and spent several years in banking and related businesses.  In 1985 he moved to 100 Mile House with his family to take on the management of the local operations of Central Cariboo Disposal Services which he continues to lead.

Ron served briefly on the South Cariboo Health Council in 2000 until it was disbanded in favour of a regional council.  He joined the Board of South Cariboo Safer Communities Society in 2001, and became Board Chair in 2006.  Ron is married to Georgia and has a son, a daughter and son-in-law as well as four grandchildren all of whom live locally.


Vic Popiel – Director

Vic was born in Winnipeg, Manitoba in 1943 and moved to British Columbia in 1990.  He graduated from Sister High School in 1960 and completed CMA course and obtained designation in 1975.  His career has included:

Bank of Montreal – teller for five years

Albert Stern & Co. – clerk for one year

National Grain Co. – clerk for six years

Pembina Construction – accountant for one year

Dorwin Industries – accountant/ comptroller for sixteen years

Self-employed accountant for fourteen years

Vic is a member of many associations including;

Kinsmen Club of Transcona – 1972 – 1985

Served as president, vice president, secretary, treasurer, membership. Chaired or participated in projects such as bingo, raffles, and fund raising dinner.

Lions Club – 1997 – date

Served as secretary, treasurer participated in projects such as bingo, raffles, and food sales.

Cariboo Family Enrichment Centre – 1998 – date

Served as secretary, treasurer, chair of audit committee participated in various projects and events.

70 Mile House Volunteer Firefighters Association – 1996 – date

Served as secretary, participated in various fund raising projects and fire hall construction and prepared financial statements

108 Ranch Community Association – 1997 – date

Worked at bingo as caller or clerical positions

Seventy Mile Access Centre – 2001 – date

Served as president, secretary, treasurer participated in many fund raising projects such as bingo, meat draw, poker and worked in thrift store.

Janice Silveira – Director

Janice has lived in the community for thirty seven years and is well know and respected.  Janice graduated from University of British Columbia with a degree in Family Sciences and Nutrition in 1973.  She then moved to the Cariboo to marry and raise a family of four.  She also worked part time doing in-home daycare while raising her family.  Janice has held many different executive and community board positions over the years including St. Jude’s parish council and Catholic Women’s League Diocesan level.  She has been involved in the school parent advisory groups, the executive of the parent participation pre-school, as well as participating on the executive committees of various activities that her children were involved in.  Janice is also a member of Canadian Mental Health Association.

She has been a Board member of the Cariboo Family Enrichment Centre since 1995 and has been an executive officer since 1996 including chairperson for several terms.  She is currently chair of the finance committee.  She has also volunteered at the centre teaching a quilting and sewing program.  Janice was very involved in the development of policies and procedures during the initial accreditation process.

She worked as a part time consultant and teacher at a local quilting store, and is a member of the local quilting guild.  Janice assists her husband in the operation of his forestry consulting business.  Together they enjoy playing with their eight grandchildren.


Frances Campbell - Director

For 27 years Fran was the Financial Officer for the Canim Lake Band First Nation.  As Financial Officer it was her responsibility to oversee all financial transactions for the Band and to lead a team to ensure that all finances were accounted for in a manner that was ethical, transparent, timely and accurate.  She is very proud to say that they have never had a qualified audit.  Her financial experience is actually in the neighbourhood of 45 years all of it with non-profit organizations including hospitals, Catholic Charities and universities.

Fran thoroughly enjoyed all her working years with the Band as they are a wonderful group of people who are always growing.  They are never static.  In addition, no one ever did just their ‘job’.  The opportunities were boundless.  She produced several very successful art shows for the Band beginning in 1985.  In addition, she was always part of their fund raising activities whether it was for the Children’s Christmas fund, field trips for the children of the Eliza Archie Memorial School, overseas travel, ball tournaments, hockey tournaments, the North American Indigenous Games, etc.

Fran has also been very active with the Hawkins Lake Volunteer Firefighters Association since it began. She has kept the books for the organization, been very active in fund raising, served on the Board of Directors and written all of their grant proposals, only one of which was unsuccessful.  She also sits on the Board of Directors for the Canim Lake Band Development Corp., an umbrella organization for all of the for-profit businesses owned by the Canim Lake Band.

Although she lives in an outlying area of 100 Mile House, Fran has maintained an excellent working relationship with Donna Barnett both when she as Mayor and currently as our local Member of the provincial Legislative Assembly.

Fran’s theory of a strong organization is based upon a strong team that works together to fulfill the goals of the organization and pursues the path to its vision.

Executive Director: Lisa De Paoli B.Sc, M.Sc.

Lisa De Paoli is a seasoned leader with a significant record of achievement in the areas of Strategic Management, Transformational Leadership, Organizational Development and Continuous Quality Improvement within leading public and private sector organizations. She has focused on advancing the organization's strategic health care delivery and success by applying her unique leadership and management skills and expertise.

Lisa's most recent position was with Vancouver Coastal Health as Director of the Acute Care Network in Richmond Health Services. She led the implementation of strategic and operational priorities resulting in securing a 20% increase in health care services and 9 facility expansion projects. Her commitment to patient safety was demonstrated through the implementation of all 6 Patient Safety Now initiatives.

Lisa's twenty years of leadership experience have included senior positions in local, regional, provincial and national organizations including; Vancouver Coastal Health, Canadian Blood Services, MDS Metro Laboratories, BC Cancer Agency, Surrey Memorial Hospital and Health management Resource Group. She has a strong professional reputation of achieving results by focusing on people. She is a strategic thinker who brings her teams with her through her advocacy and championing of high quality services within a healthy workplace. She enjoys challenges and problem solving, looking to turn each situation into an opportunity for improvement.

Lisa received her Bachelor of Science (Cell Biology) and her Masters of Health Care Administration and Planning from the University of British Columbia. She has continued her professional development with a Certificate in Creative Leadership in Health Care from Royal Roads University, National Quality Institute Assessor Training, and Emergency Management training at the Justice Institute of Canada.
