Our Board of Directors


Our Board of Directors are a dedicated group of experienced individuals who create poliicy, develop strategic planning for the organization, and develop budgeting requirements according to funding and other income. Most of our Directors are compelled to volunteer in various ways other than their Board responsibilities - to stay closely in touch with operations and because they support the activities and services of this organization.

Sheila Hart
Sheila, the current Chairperson, joined the Board in 2004. Sheila is currently part of the Policy, Finance and Audit Committees. She is a mother and a grandmother and brings with her a wide range of experience. Sheila has worked as both a school teacher and school counselor for many years in Yellowknife, NT. She also served as the coordinator for the Family Project, developing and delivering workshops for couples, women, and teens and youth, focusing on communications and problem solving. Sheila brings with her a variety of social service skills that are invaluable to the Cariboo Family Enrichment Centre.

Ron Howard
Ron is the current Vice-Chairperson, joined the Board in 2008. Ron is currently part of the Ethics and Finance Committees. Ron was born and raised in Prince George but spent his early adult life on Vancouver Island and the lower mainland. He attended university in Victoria and spent several years in banking and related businessess. In 1985 he moved to 100 Mile House with his family to take the management of the local operations of Central Cariboo Disposal Services at which job he is still employed. Ron served briefly on the South Cariboo Health Council in 2000 until it was disbanded in favour of a regional council. He joined the Board of the South Cariboo Safer Communities Society in 2001 and became Board Chair in 2006. Ron is married to Georgia and has a son, a daughter and son-in-law as well as four gandchildren all of whom live locally.

Vic Popiel
Vic is currently the Treasurer of the Board and a member since 1999. Vic is currently part of the Finance and Audit Committees. He is also on the executive of his local Community Access Group. Vic is a self-employed Business Accountant.

Janice Silveira
Janice, Past Chair and Past Vice Chair, has been a Board member since 1995. She has been an executive officer on the Board since 1996 and presently is part of the Ethics and Policy Committees. Over the years she has been on the Executive Committees of a number of local parent groups and does a variety of volunteer work throughout the community. In addition to the above, Janice is a wife, mother of four, grandmother of eight and finds time to volunteer to teach sewing and quilting at the Cariboo Family Connections Program.

Audrey Weber
Audrey has been a member since 2001 and is currently part of the Finance Committee. Audrey has been on the executive of several community and church groups. She did the accounting for her family business and was an insurance agent while raising her family of five.

Judy Lauzon
Judy has been a member since 2000 and is currently part of the Policy Committee. Judy has been a volunteer with the local Hospice Society for 6 years. She has also worked for the Home Support Services for eleven years. Judy has taught Sunday School and has been the temporary Vice-Principal at the Bethel Christian School, and works and volunteers as a Childminder at the Cariboo Family Connections program.

Grace Marshall
Grace is a mother of three adult children and a grandmother to six, married to John Marshall, associate pastor of the 100 Mile House Evangelical Free Church. Grace worked as a Real Estate agent for 17 years in Ontario, 10 of which she was a manager and 5 as a broker owner. She also taught the provincial real estate courses. In 2004 Grace moved to Abbotsford BC with her husband John who was called to be the pastor to recovering drug addicts and alcoholics. A few months later Grace joined the administration team for the ministry as purchasing director. She then assumed the roll of administrator as well.  In 2007 John was called to 100 Mile House as Associate Pastor. Grace upgraded her bookkeeping and technical skills and started her own bookkeeping business in 100 Mile House.

With a keen interest in and concern for healthy communities, Grace has extensive experience working with children and families as a Girl Guide leader, Sunday school teacher, and kids club leader. Grace also has experience working in women’s ministry.

Lisa Leslie
Lisa emigrated from Norway in 1963 and worked in insurance and real estate in the Lower Mainland. She lived in Victoria from 1984 until 1987 where she set up and operated a successful boutique selling ladies fashions. After returning to the South Granville area of Vancouver, she became involved in the Block Watch Program, and throughout the 1990s organized annual street arties attracting between 200 and 250 neighbours each year.  In 2001, Lisa moved permanently to the vacation home she and her husband Graham had built at the 108 Ranch, and the same year purchased another small log home on the 108 Mile Lake.  Following rezoning and major renovations the property was transformed into The Heritage Teahouse which Lisa ran until October 2002.  These premises were sold in June, 2008 and are now known as Vidas Restaurant.  Lisa's South Cariboo volunteer activities include coordinating the July 1st celebrations at the 108 Heritage Site, and acting as the Costume Manager for the 100 Mile Theatre productions of Bye Bye Birdie and Hello Dolly.  Lisa is the mother of three daughters.

Executive Director: Jack Keough

Jack Keough has been the Executive Director since 2007 and is certainly no stranger to the South Cariboo, having spent virtually all of his summers in the area since 1976. Although for the past 12 years he has been working full time in Clearwater, he has been a full time resident of Green Lake since 1993. His background is somewhat eclectic and diverse. Some of his previous experiences have been in government “probation officer/family justice counselor”, sessional lecturer Northern Lights College, and as a consultant/trainer/mediator in private practice through his company, Northern Training Institute Inc. For the past 12 years Jack has been the Executive Director for the Yellowhead Community Services Society, which has offices in Clearwater and Barrier, and provides a wide range of services to the communities in the North Thompson from Blue River to McLure. As many of the services and programs are similar to CFEC’s mandate this has made the transition to this position that much easier.

In addition to his work experience, Jack has considerable volunteer experience in not only non-profit agencies, but also his elected position provided a range of network of community, regional, and provincial contacts. He has served as a City Councilor; Regional District Director; Chairperson of Board of Health; and Table Officer Associated Boards of Health. His passion has been in the area of community development in rural communities particularly as it relates to the enhanced delivery of social service, recreation and culture, and early childhood development programs. Currently Jack sits as a director of the Green Lake Area Ratepayers Association, Kamloops Infant Development Society, and recently Jack was appointed by the Ministry of Children and Family Development to serve on the Provincial Childcare Minister’s Advisory Committee.

Jack originates from Nova Scotia (Cape Breton) and is a graduate of the University of King’s College (Dalhousie) in Halifax. His interests also include a range of recreational pursuits (golf, hockey and most recently sailing), visiting family in Nova Scotia and spending time with his son Sean, who is currently attending Camoson College in Victoria. If you see a sailboat plying the waters of Green Lake that will likely be Jack.
